Mark R. Hayes has been employed with the Arkansas Municipal League since 1989 and was recently appointed Executive Director. He previously served as the League’s General Counsel. He also served the City of Little Rock as an Assistant City Attorney and Municipal Judge. Mr. Hayes received his bachelor’s degree from Arkansas State University and his Juris Doctor from the Bowen School of Law, where he is currently serving as Immediate Past President of the alumni board. He is a member of the American, Arkansas, and Pulaski County Bar Associations. Mr. Hayes was named Outstanding League Counsel by the International Municipal Lawyer’s Association in 2012 and is the author or contributing author to many league publications. Mark is married to Alison Offutt who is also a practicing attorney in the electric industry. Alison’s legal skills are well tested in their home and she is regularly the victor in any debates with Mr. Hayes, their children and their pets. Between them, Mark and Alison have four terrific kids, Franz, Bliss, Colin, and Wells who are all gainfully employed thus allowing Mr. and Mrs. Hayes to save for retirement. The Hayes asylum also includes a very large (huge) canine, Elby, Zorro a two-year-old black and white Goldendoodle that is best described as goofy, and Haddee an 18-pound cat (Alison says 16; she also says Haddee and Elby are big boned) that Mrs. Hayes rescued from an empty house in the dead of winter. Mr. Hayes will gladly give you the cat, a dog, or both.
